Message for Snow Wardens on The Pinders Heath Estate

Tadman Street Highways Depot at Thornes is open if any one needs to get more grit. 

If anyone would like to register as a Snow Warden please phone the Wakefield council Contact Centre on 0345 8 506 506 (option 6) to register your interest.

They will take your Name, address, contact phone number and email address (if you have one) They will check their register to see if Snow Warden needed for your street (to avoid having too many for one street/area) They will contact you within 7 working days to let you know if you have been accepted. Then can arrange to pick up or drop off supplies etc.


Voting in  West Yorkshire Mayoral Election, Local District Council Elections  Thursday 6th May 2021
Due to the impact of the coronavirus pandemic, elections that were due to take place in May 2020 were postponed and will now take place on Thursday, 6 May 2021.
If you are a new resident to the area you can still register to vote.
You may want to register for a postal vote due to COVID health concerns.

OUR ACCESS TO THE CANAL IS UNDER THREAT         October 2020
The land between the Strawberry Fishing Pond and the canal has now changed ownership. This will result in the closure of the land including the pathway from Balk Lane over to the Aire and Calder Navigation. We are gathering evidence to present to Wakefield Council to show that the path has been in constant use for at least 20 years and therefore is eligible to be added to The Definitive Map ( which if successful would mean that the pathway cannot be closed)

Lightwaves and Next Generation Leisure and Community Centre are coordinating a volunteer response to the needs of our community and working alongside the Local Authority, NOVA, NHS and other partners in the Voluntary Sector in response to the current COVID-19 pandemic. Can you volunteer?

PHRA Constitution

A new constitution has been agreed at the 4th March 2019 PHRA meeting. A copy of this is now located in the Archives section of this website.

Footpath 27

Redrow Homes have now submitted plans to restore Footpath 27 so  that it is safe for the public to use again. The deadline to submit your comments has now passed. 

Snow Wardens

Snow Wardens. We are expecting some wintery weather and we still need more snow wardens on Pinders Heath. More information of how to volunteer is available is detailed below.

PHRA Committee

A new committee was elected at the September 2019 AGM to serve for the coming year. However the PHRA is always open to anyone who would like to contribute to the running of the PHRA and bring their experience and knowledge to help make Pinders Heath an even better place to live. There was a Planned Speeding Operation on Barnstone Vale on the afternoon of 30/9/19 - 6 vehicles stopped for slightly excessive speeding. Residents asked to report any incidents to 101 or Online Reporting Portal. Police reactive to residents complaints and reports
  4. Proposed 20 MPH speed limit Police and councillors advised would need evidence base of speeding and accidents. Residents can be trained to use speed cameras.

  10. Community Forum 2nd September (Council & Redrow development)

Last meeting 3 weeks ago Redrow did not attend meeting. The following issues were discussed: -

Loud reversing beepers – EPT have agreed volume is unacceptable and Redrow have been asked to address this. A quieter vehicle is being used. Compound is being moved to East side of development.

Retaining wall and Footpath 27 – Redrow have still not completed work so footpath still closed. Council aware and pursuing.

Discussion around insurance and compensation for damage to property.

Miller Homes. Are starting work at bottom end of estate but have been granted permission to start work at 7.30. Councillors will look into this issue. Miller Homes will be invited to future meetings. Next meeting in approx. 2 weeks.

PHRA is drafting a formal complaint to be sent to the Council. Residents making complaints to the Council were asked to copy [email protected] to ensure that the Committee had an overview of all issues.

11. Footpath 27 etc. feedback – included in 10 above.

12. Love where you live (LWYL) – (CW)

LWYL subgroup – CW asked for volunteers to contact her via the [email protected] The group will meet at 10:30am on the first Thursday of each month (March – October) on the grassed areas to undertake basis maintenance such as planting, weeding and litter picks etc. Wheelbarrow purchased to support this work.

Bunding – Discussion around sowing wild flower seeds. Anticipated cost £480 looking into potential funding. A trial planting around path by noticeboard sown in September.

St Swithuns Community Centre Lunch – takes place on the 1st |Monday each month

Mobile Library – visits the estate regularly –Makes four stops on the estate,

13. Snow Wardens – (CW)Asking for volunteers please email council. Currently 8 on the estate but we cannot access details due to data protection rules. Duties involve sprinkling grit, not required to clear snow. 

14. Woodland Green Area 9 – (RD)Report due to be submitted to relevant Committee in November re adding to the Definitive Map but was not taken to Committee. OR to pursue for January meeting. 

15. Increasing awareness and membership of PHRA. Christmas card delivered to all homes on estate. Thanks to OR and Labour Group for printing. Currently 100+ members on FB group and Christmas card has encouraged more applications. 

16. Any other business: –

Landlord managed properties – Ongoing issues with poorly maintained properties and gardens. If ongoing problems, contact our councillors and keep a log for evidence.

1973 Land Compensation Act; Discussion around rules for entitlement, how to complain either via Gov.uk website or through independent land agents, who have been canvassing residents for business.( Links on FB page)

3. Police report – police reps unavailable.  Report projected.  Hard copies available on request. Letter sent to residents at the lower end of Barnstone Vale asking for care in allowing children to play in the street.  Parking meter vandalised (Police are aware).  Issue of speeding mobility scooters on the pavement had been raised.  Residents asked to report any incidents.

b. Election of new officers – Chairperson Peter Fenlan re-elected. Secretary Rosemary Davison.  Treasurer Sandra and Stephen Morrissey.
c. AOB – Thanks were given to Chris Harrison for his hard work as treasurer.

- Stephen Morrison will manage communications.

6. Minutes of the previous meeting held on Monday 3rd June 2019 – Approved

7. Matters arising not covered elsewhere on the agenda – Item 9 parking meters issuing incorrect date – subsequently found to be incorrect.

8. Notice board update – (OR) no further update on progress.

9. Communication issues – (SM) slips circulated requesting email addresses as current circulation list is incorrect.  Residents were assured that the information would be used for no other purposes and would not be shared beyond the committee members.

10. Community Forum 2nd September (Council & Redrow development) (RD) Redrow did not attend meeting. The following issues were discussed: -
Dust- Environmental Protection Team (EPT) have now ceased weekly monitoring due to no further complaints.  Dust raised as an ongoing issue.  Resident was asked to submit a complaint to Wakefield Council.
Loud reversing beepers – EPT have agreed volume is unacceptable and Redrow have been asked to address this.
Breach of working hours agreements– evidence supplied by a resident was considered to be insufficient to pursue any further action by Wakefield Council, but the resident was thanked.  The council continues to make spot checks early mornings.  Residents were asked to contact the council if they were aware of any further breaches
Retaining wall and Footpath 27 – Redrow have asked for help from the Council in contacting the land owner to agree the boundary line before fencing can be erected.  The council have now written to the landowner. Response awaited.
Future Management company - Residents raised concern about who would have ongoing responsibility for maintenance of the wall and hedgerow.  A company will be appointed once Redrow have finished.  The issue will remain on the agenda at the Community Forum.

Residents making complaints to the Council were asked to copy [email protected] to ensure that the Committee had an overview of all issues.

Bunding – Awaiting clarity on the Council’s schedule for cutting the bunding. It was felt that residents should not attempt to cut it themselves.

14. Update on bollard for Clarke Grove – Now installed. Thanks given to the Councillors for their input.

15. Proposed 20 MPH speed limit – Police have agreed to undertake a speed assessment on the estate. Ash (Local PCSO) will liaise with PHRA committee re times etc.  Residents were asked to provide ideas (using [email protected] re the most suitable times for a speeding assessment to take place.

16. Increasing awareness and membership of PHRA – a Christmas card would be produced and circulated as a means to promote PHRA.  OR has agreed to print this.  CW is also to contact the umbrella body responsible for community groups locally (NOVA) for advice.

17. Any other business: –

Bike dumped - This has been reported to the police, although they have responded that they do not deal with lost property.  View of group was that the bike was stolen. CW agreed to contact Ash (PCSO)
Clark Hall noise – Private party held recently in the grounds of Clark Hall using live music.  This was reported to police / council by several residents as excessively loud and continued from 2pm – 2am.
Fly tipping – Item at the side of footpath 27 has been removed.  Items on grassed area behind Birchtree Close remains.
Out of hours GP appointments – leaflet available.  (also available at GP practices). Posted onto Facebook page.

1. Health & Safety Announcement

2. Welcome & Apologies – Julie Clark, Anne Hyde, Anita Rotherford, Chris Cowling, Margaret Saunders, Steve Walters

3. Police Report – Police representatives were unable to attend, but a written report was projected at the meeting. Hard copies are available by request. PACT (Police & Community Together) meeting 6-7 pm 5th June is open to all.

6. Treasurers Report – New balance £818.15. (Hard copy of report is available on request)

7. Notice Board Update – (Olivia Rowley) – still waiting. On order and will be installed next to the Talking Bench on the grassed area. Responsibility for quarterly updating the information on the board will be done by Sandra Morrissey

8. Communications Issues – (Acting Secretary) – Stephen Morrissey has agreed to take on the role of Communications Manager.

9. Car Parking – A vote of thanks was given to the Council and Councillors for their work to install new arrangements on Barnstone Vale and Aberford Road. To date no problems had been reported other than the meters were issuing tickets with the wrong date.

10. Community Forum / Footpath 27 – (Rosemary Davison) - Redrow had been unwilling to give a timescale for completing the retaining wall and fencing and reopening the footpath, although agreed that it would be open before the 1st anniversary of its closure (November). There were ongoing complaints from residents about Redrow in relation to dust, working hours etc and possible damage to properties. These would be fed into the Community Forum on 10th June. A letter had been sent by PHRA to The Council expressing concern about Redrow’s ability to work responsibly and requesting that The Council do not undertake work with them in future. The Council had replied indicating that this would not be possible. The possibility of picketing Redrow’s sales office was proposed. It was felt that this could be considered in the future if necessary. One resident expressed concern about the structural safety of his property. He was asked to put the details in writing to Olivia Rowley.

11. Love Where You Live – It was proposed to set up a sub group. Anyone interested in being involved was asked to contact Cathy Walters via [email protected]

a. Bunding – (Stewart Heptinstall) – Complaints made about the lack of maintenance. The Council have stated they will cut the bunding twice a year. Next cutting is due in June 2019 and the debris will also be removed and a new surface put down. Residents raised concerns that the maintenance schedule was insufficient. SH reminded the meeting that Wakefield Council had suffered significant financial cuts.

b. Planting – (Treasurer) – fruit tree saplings have been planted at the back of Woodland Green Area 9. Saplings have also been planted at the boundary of Clark Hall. Thanks were given to Paul Nicholson and his staff (Street Scene) for their planting work. Concern was raised that the new plantings were being choked by weeds. It was agreed to address this at the next litter pick. Bulbs will need to be planted around the estate in November.

c. Litter Pick- Next litter pick – 10am 5th June. Thanks were given to dog walkers and other residents for their ongoing litter picking. RD was asked to reflect this on the Facebook page.

12. Woodland Green Area 9 – (Rosemary Davison) – The Rights of Way Department of Wakefield Council would be submitting a report to the relevant Committee in July recommending the next action to be taken in relation to adding the footpath between Woodland Green Area 9 and footpath 27 to the Definitive Map. The outcome of this will be reported to the next PHRA meeting

13. Anti-Social Behaviour – (Chairman) – Complaints had been received by committee members about late night activity by groups of young adult males gathering, running car engines etc. Those affected were recommended to contact the police on 101. Residents were also encouraged to attend the quarterly PACT (Police And Community Together) meetings. (Next PACT meeting 6-7pm 5th June at Lightwaves)

14. Update on Bollard for Clark Grove – (Olivia Rowley). This is on order and OR will be informed when a date for installation has been arranged. Thanks were given to OR and SH for their hard work. (FOLLOWING THIS MEETING - THIS HAS NOW BEEN INSTALLED)

15. Any Other Business:

a. Signage re roadworks on Barnstone Vale 7th June. No information was available on this.

b. Request from Acting Secretary that anyone emailing the council with problems would copy in [email protected]

c. Footpath to Canal following on from footpath 27 (over WERR). Acting Secretary suggested that residents may want to ask The Council to add this to the Definitive Map.

d. Fly tipping – RD reported concerns about Wakefield Council’s failure to address fly tipping due to their automated electronic reporting system which caused council staff to go to the wrong location on two occasions. OR will pursue. SH gave RD a phone number to use. (FOLLOWING THIS MEETING ONE ITEM OF FLYTIPPING ON FOOTPATH 27 HAS NOW BEEN REMOVED)

16. Date of Next Meeting - AGM 7:30pm Monday 2nd September 2019 At Trinity Methodist Church. A new chairperson, secretary and treasurer will need to be appointed at the AGM. Please email [email protected] if interested.

2. The next visit by the mobile library is in the afternoon of Tuesday 28th May on a three weekly cycle. More information re times and stops is available in archives below.
3. The next PHRA Lunch is at St Swithuns Community Centre on Monday 3rd June at 12 noon. Please join us for tasty food and a good chat.
4. The next PACT meeting is at the LightWaves Centre on Wednesday  between 6 and 7 pm. All are welcome. The meeting gives residents a chance to raise issues with the local policing team. 5.The next PHRA Meeting is to be held at Trinity Methodist Church on Monday 4th March at 7.30. All residents are elligible to attend. Please come along and meet your local councillors and local Police Officers.

St Swithuns Lunch Club. Runs on the first Monday of each month at 12:00 at St Swithins Community Centre. Following lunch, stay for Simply Leisure. Aspire Health and Fitness. Wakefield Council. £23 per month (concessions £18 per month) for 12 months contract. You can attend any class and / or swim for no extra charge. Family membership is also available. More information can be found by googling Aspire.

Police Report:

Ongoing Pro-active work :

  • Ongoing work with highways and Council to ensure cones on Aberford road are preventing parking offiences and any offending vehicles are dealt with positively where possible.
  • Smiley SID deployment ERE. Several vehicles were highlighted and spoken to. This will be backed up with Pro-lazer deployments so those who continue to speed will receive tickets.
  • We have joined forces with WYP Traffic Dept who will actively target any areas within Ward 16 which we highlight from residents and Cllr feedback. PC Alan Fish will take positive action where he can to tackle the problems you raise alongside NPT staff.
  • We have begun the first of several targeted patrols on Ward 16 where if a problem is hightlighted, several officers from different NPT locations will work together to ensure maximum visibilty and action is taken. Where before only 1 or 2 officers would patrol, when a problem is highlighted 4 or 5 staff will be made available for a period to ensure an increased policing impact is made.


Central North West last 6 months crime statistics:

Although there has been a 4.3% increase in the amount of crimes recorded over the last 6 months, this is in line nationally due to a positive push to ensure all crimes reported are recorded to show a true picture.

Even so, there has been a steady reduction in ASB across CNW due to early intervention, muti-agency working and problem solving. An overall reduction of 25.5% :


Crime in CNW in the last 6 months :

  • Burglary residential reduced by 27.9%
  • Theft from Motor vehicle reduced by 39.6%
  • Vehicle Interference reduced by 16.7%
