The name of the organisation shall be Pinders Heath Residents Association (hereafter referred to as the group/PHRA).

This will cover yellow lines on Aberford Road and meters on the upper part of
Barnstone Vale.
11. Regaining access to Woodland Green Area
9 – Update
provided by Rosemary Davison. A significant number of User Evidence Forms have
been received by the Rights of Way Department and a report was being prepared
which will include recommendations. This will be presented to the Planning and
Highways Committee in May / June. Action -RD to get further
update before next meeting
12. Footpath 27 – Remains closed. Further hedgerow
has been destroyed. Update provided by Councillor Rowley. No timescales for
opening the footpath were available. The Council is awaiting agreement on the
handrail to be installed above the embankment created by Redrow. Matt Wilson
attended a meeting arranged by the Planning Department with Redrow. Issues
discussed included, dust, unauthorised engineering works, removal of hedgerow,
and working outwith agreed hours. Four councillors attended. Redrow did not
attend. Action - A further meeting will take place on 8th April. Matt
Wilson and Rosemary Davison to attend. PHRA to write to the Council advising that in future the Council
do not work with Redrow

13. Litterpick. There will be a litter pick of the PHRA area on Wednesday 6th March between 10 am and 11 am. All volunteers to meet at the "Talking Bench" on the green where equipment and areas to cover will be issued. - 2 minutes
14. Love where you live. CH will give a short introduction and ask for volunteers to form a small sub group to meet with the relevant council official(s) to carry out small projects in the PHRA are such as:-
i) Tree planting.
ii) Bulb planting

The Chairman thanked the Councillors for taking the time to attend the meeting,
The Chairman apologised for the fact the last meeting had gone over the usual finishing time and
he indicated that he would be sticking to the timescale as indicated on the Agenda.
POLICE REPORT
The Police had sent their apologies for being unable to attend the meeting and had sent their
report which was attached to the Agenda. It was mentioned that there had been a house burglary
on the estate and the Methodist Church had been burgled.

MATTERS ARISING FROM THE PREVIOUS MEETING NOT COVERED ELSEWHERE ON THE
AGENDA
The Minutes of the previous meeting were published on the website and on facebook.
There were no matters arising not covered on the Agenda.
It was proposed and agreed to vote on the new style of a timed agenda at the end of the meeting.
PARKING ISSUES
The Councillors informed the meeting that it was hoped the new parking scheme for Aberford Road
and Barnstone Vale would be resolved before Christmas. There were to be yellow lines on
Aberford Road with parking restrictions. The Councillors confirmed that the new footpath was to
facilitate access to the ticket machine which was being installed for cars parking on Barnstone
Vale. It was stated by the Councillors that the cost of the footpath would be self funding with
income from parking along Barnstone Vale which was to be restricted to 2 hours to prevent cars
being left all day.
The Councillors said that bollards would be replaced when they were damaged. It was pointed out
that there had never been any bollards on the hospital side of Aberford Road from its junction with
Barnstone Vale and cars were being parked here on a regular basis and they were blocking the
footpath for pushchairs and mobility scooters. The meeting was reminded that the obstruction of
footpaths was a matter to be dealt with by the Police and should be reported to them.
TREASURERS REPORT
The Treasurer gave his report which was published on the website and Facebook

The Treasurer also informed the meeting that John Hyde had donated a £40 gift token from
Sainsburys.
LOVE WHERE YOU LIVE
Fencing off woodland area restricting access to footpath from the Green.
Cathy informed the meeting that she would be handing out forms at the end of the meeting to
residents who had used this footpath on a regular basis over a number of years.
Councillor Rowley clarified for residents at the meeting that the land was not Council owned land
but a private sale of land. The new owners had a legal responsibility to fence off this land due to
the change of use that was proposed for the old exhibition centre together with this piece of land
which they had also bought.
It was confirmed that the footpath in question was not on any map as a public footpath but it was
hoped that with sufficient user evidence forms completed and sent to the footpath officer at the
Council that this could now be put onto the map as a footpath. It was hoped that some kind of
access across this piece of land could be agreed even if it was not in the previous position to
enable access to footpath 27.
Footpath 27
The meeting was made aware that house builders Redrow closed part of Footpath 27 as they felt it
was unsafe. Footpath 27 is a Public Right of Way and is marked as such on the definitive map.
The Council met with Redrow and inspected the footpath and they confirmed that the foot path was
dangerous and unsafe and confirmed it should be closed for the present time. Redrow were
undertaking building work adjacent to the footpath and this had led in part to the footpath becoming
unsafe. Residents were unhappy that Redrow had removed some shrubs and a tree from the
footpath which they felt also was a detriment to local wildlife which had regularly been seen along
the footpath.
The Councillors confirmed that the footpath is to remain closed until such time as the retaining wall
and banking below the footpath was completed to make the footpath safe. There was also a
planning application by Redrow to deal with the footpath and replanting of trees and shrubs but
that this would take time.
A resident asked if the closure points could be looked at again and moved further along as it was
felt too much of the footpath had been closed. The Councillors agreed to get this looked into.
Councillor Heptinstall informed the meeting that the Council Engineers and HM Health and Safety
Inspectorate had held many meetings with Redrow to look at the situation concerning this footpath
and the work required to build a supporting wall and eventually re open the footpath once this work
had been completed.
Grass cutting on the Bunding
This item was postponed until the grass grew again on the new bunding which had been installed
due to the new footpath adjacent to it.
Planting of bulbs and tree planting.
The Chairman informed the meeting that he would be receiving 130 trees during March to help to
green up the estate. He could not say what type of trees he would be receiving at the moment.
He confirmed that the planting of these trees would be done in consultation with the Council as to
the most appropriate place to plant these trees. The Chairman agreed to find out what type of
trees would be delivered and what date in March they would be coming. The Chairman would also
be purchasing Tete a Tete daffodil bulbs to plant in March. He would like residents to volunteer to
come forward to help with all this planting in March.
Bollard on footpath entrance to the Green at Clark Grove
Councillor Heptinstall read out a reply from Traffic Engineers which indicated they would not be
installing a bollard at the entrance to this footpath. It was pointed out to Councillor Heptinstall that
the travellers had used this footpath in the past to access the green. In view of this new
information Councillor Heptinstall agreed to contact the Traffic Engineer again to inform him of this
and ask him to look at it again and reconsider the matter. A request would also be made that any
bollard installed would be made suitable for people who may be visually impaired.
Snow Wardens and Grit Bins
Cathy - who was leading on this issue for the residents association - informed the meeting that
more snow wardens were needed - in particular another for Glastonbury Avenue. Any resident
wanting to be a snow warden could contact the Council on the telephone number which was
printed on the back of the agenda.
New litter bin - Aberford Road and Barnstone Vale.
Councillor Rowley was thanked for funding and arranging the installation of an additional litter bin
on the lamp post. It was felt that this had reduced the amount of litter which previously was being
left on this grassed area.
CONSTITUTION
The Chairman informed the meeting that the residents need to consider what happens if the
association folds after the September 2019 meeting when the present Committee are due to retire.
It was agreed that a new Constitution needed to be drafted for this eventuality. In view of this the
Committee proposed that the March 2019 meeting should be a Special Public Meeting to consider
this.
It was proposed from the floor that one month before the March 2019 meeting, the Committee
would meet and draw up a draft constitution to bring to the March 2019 meeting for residents to
consider. This proposal was seconded and then voted on unanimously be residents at the
meeting.
ANY OTHER BUSINESS
The Secretary confirmed at the meeting that she would have to resign from the role due to the
demands of caring for an elderly relative. The Secretary was thanked for her work for the residents
association.
It was suggested that the role of Secretary could be changed in order to encourage volunteers to
come forward who may be concerned about the amount of work involved. It was hoped that a
volunteer would come forward in due course to take on this role and the Secretary indicated she
would facilitate an orderly hand over to a new Secretary.
A resident informed the meeting that she had dogs that were not on leads coming into her garden
and that of her son and fouling her garden. Another resident said she had a similar problem with
cats.
A resident asked if it would be possible for him to have a copy of the minutes delivered to his
house as he was visually impaired and was unable to access them on the website. It was agreed
that this resident could be assisted in this way to see the minutes.
Sainsburys token - it was agreed to use this token to organise a raffle to raise more funds for the
residents association.
New style of meeting - timed agenda items.
A vote was taken to adopt the system which had been followed at this meeting. The vote was
unanimous that discussion on items at future meetings be time limited.

The Chairman outlined the Health and Safety arrangements for the meeting and actions to take in the event of an emergency.
The Chairman thanked the Councillors and the Police representatives for their time in attending the meeting which was much appreciated by the residents

POLICE MATTERS
Sgt Zoe Kempa addressed the meeting along with her colleague PCSO Ash Aspley and gave a comprehensive report on crime and police activity in our Ward 16. Zoe said she was settling in and getting to know the area. She said that they were issuing tickets to drivers who were parking on Aberford Road. She then outlined the crime stats for the previous three month period for our Ward 16, which were not particularly high and were the same types of crimes as last year.
They were 508 violent crime, public order 266 and criminal damage 263 - this was mostly to gardens, cars and property. She said that race hate incidents had shown a slight increase over the previous year.
A resident asked what were the arrest and detection rates for crime in our Ward, especially for violent and serious crime. Zoe said she would try to get this information for the next PACT meeting.
The Chairman thanked Sgt Zoe Kempa and PCSO Ash Aspey for their report and for the time they had taken to attend the meeting.
MINUTES OF PREVIOUS MEETING HELD ON MONDAY 4TH DECEMBER 2017
MATTERS ARISING FROM MINUTES NOT COVERED ELSEWHERE ON THE AGENDA
The Chairman informed the meeting that the previous website had not been renewed due to the high cost and the new website was almost ready. it was hoped the minutes of this meeting would be posted to the new website in due course.
THE GREEN
The bunding on the Green was looking good now it was greened over. It was hoped this would prevent travellers coming onto the Green again but we would have to wait and see what happened in the summer.
The benches were now in situ and thanks were voiced for Councillor Rowley and the Treasurer for organising these benches. As these benches had a somewhat rustic appearance it may be that they will be varnished in due course to make the seating surface a little smoother.
It was agreed that lights should be purchased every year for the Christmas trees which were planted on the Green.
It had been suggested that a notice board on the Green would be helpful for disseminating information about the estate, but it was felt that the way ahead now was to develop the website.
Talking Bench - a proposal was put forward by a resident that one of the benches could be designated as a Talking Bench - a place where residents could sit if they wanted to have conversations with other residents. It was hoped this would help to reduce loneliness and isolation amongst residents. This had been adopted in Sheffield and had proved popular. A full discussion took place on this proposal and it was agreed a notice/sign would be placed on one of the benches
to the effect that it was a “Talking bench”.
Following a visit by Councillor Heptinstall it was agreed a bollard was needed at the entrance to the Green from Clark Grove - it seems there had been one in the past. This bollard had been ordered and the Councillors would chase it up.
TREASURERS REPORT
The Treasurer gave his report to the meeting. He reported there had been income of £13.92 from the previous meeting and £500 grant from Wakefield Council. The Grant was for bulbs for the green spaces around the estate and new banners to advertise the name of the new website.
He reported there had been expenditure of £21.99 on batteries and printing costs.
The balance was £974.44.
Councillor Rowley confirmed that the grant must be spent on the items that were requested in the bid and within the deadline specified on the letter sent with the Grant.
CITY FIELDS/WERR
A long discussion took place regarding the fact that some drivers were speeding along the WERR which was in fact a 30mph road. Various options were discussed to deter speeding such as flashing warning lights. However the Police were catching drivers who were speeding along this road and no further changes were planned for the present time.
A discussion also took place regarding the type of housing that was being built and if the builders were providing the much needed “affordable housing”. Councillor Heptinstall said that the planning committee always raise the issue of affordable housing with building companies.
A proposal was discussed regarding the idea of inviting residents from City Fields to join our residents association. The general feeling of the meeting was that they were not in favour of this approach but to keep it as an ongoing issue to see how the City Fields estate develops over time. It as felt City Fields would have different areas of concern to those of PHRA and different local councillors for the most part.
PARKING ISSUES -EXTENSION TO DOUBLE YELLOW LINES ON BARNSTONE VALE
The Councillors informed the meeting that there was a shortage of engineers within the Council to deal with the large number of traffic/parking issues. However the Councillors said they would keep this matter under review to see how it progressed.
ESTATE AUDIT
A report would be sent to the Councillors in due course with the issues - mostly pot holes - that require attention on the estate, to see if they could be dealt with by Wakefield Council
LOVE WHERE YOU LIVE
The next litter pick was scheduled to take place on Friday 23rd March at 10.00 am.
Mobile Library - it was reported to the meeting that this service was under review to provide the most cost effective service to users. Residents were urged to use the service - or lose it if it is underused in our area. The review of the service is to re organise the routes. Currently the mobile library visits our estate on a Tuesday on a three weekly cycle. Times and dates are listed on the Library website.
St Swithuns Community Centre
The services available at St Swithuns on Eastmoor were outlined to the residents. Some leaflets were available for residents to take away with them. The activities were many and varied such as learning Spanish, arts classes, fitness classes and an opportunity to mix with like minded people.
Snow Wardens
Cathy Walters agreed to be the co-ordinator for the estates snow wardens.
WEBSITE/FACEBOOK
The Chairman advised residents that a new data protection act was coming into force quite soon. This would require residents to positively opt into having their data - such as e mail address - being stored by the residents association. Once more information was available residents would be contacted via e mail or a letterbox drop.
The Treasurer then went on to update the meeting on the new website. He confirmed that the address of the website was - pindersheathresidentsassociation.webs.com. Residents have to be invited to become a member. The e mail address linked to this website is - [email protected] He advised that if residents e mail heathpinders then an invitation will be sent to become a member
The facebook site for the residents association was Pinders Heath. It was a closed site for private members - that is Pinders Heath residents only.
The Treasurer said that e mails would be sent out to members of the old website asking them if they still wished to be a member and that if so residents should reply to the e mail to confirm this.
ANY OTHER BUSINESS
CCTV - Cathy raised the issue of having cctv installed on the estate. She felt it would be a good idea to have cctv coverage of anyone entering or leaving the estate. A discussion took place around the pros and cons of this and the costs. The general consensus of the meeting was that this should be re visited in 12 months time when technology would have improved and this could lead to it being much less expensive.
LONELINESS AUDIT - Cathy asked the meeting if there were any views around undertaking a loneliness audit of residents on the estate. She said she felt that this was an area where a residents association could help to improve the lives of residents. A full discussion took place around the issues of loneliness and isolation and following which it was proposed and seconded that Cath be involved in developing a loneliness audit for the estate.
The meeting closed at 9.15pm.

POLICE MATTERS
Sgt Zoe Kempa introduced herself to the meeting. She has 19 years of service, one year as a sgt and has been working in the Wakefield District for 3 months for Ward 16, Pinders Heath, Eastmoor, Portobello and College Grove. Currently the team work 6 days on and 4 days off and are exploring with other teams reciprocal coverage for rest days. Sgt Kempa emphasised that reporting incidents on the 101 number speeds up action and allows the incident to be logged. Key points of the crime statistics for our Ward were discussed

Violent crimes - wide range 427 incidents 22%
Criminal damage - wide range 265 incidents 13%
Public Order - many cannot be detected 247 incidents 12%
There are seasonal fluctuations.
Ward 16 Team are currently working on issues with Pinderfields Hospital parking. Delayed issue of passes for hospital parking for staff are contributing to uses with parking on Pinders Heath and the local area. Hospital Managers have been contacted and letters have been circulated to staff and posted in communal areas in order to inform visitors and patients re parking arrangements.
A number of residents expressed concerns re parking on Aberford Road and have reported offences. The main concerns were - obstruction of the pavements, obstruction of sight lines for vehicles exiting Pinders Heath, reduction of the roadway to a single lane, obstruction for ambulances along Aberford Road and surrounding roads.
We were reminded that cases of obstruction should be reported on the 101 number and photographed if possible and photos e mailed to [email protected] All incidents can then be logged and added to the portfolio to put to the Highways Department in order to expedite the addition of double yellow lines to the affected roads. Councillors would also like to be informed so that they can lend their support to the process. The Treasurer agreed to post the guidance letter on the website.
Concern was expressed regarding cyclists on the pavement. These incidents should also be photographed and reported on the 101 number. There is a media strategy planned for the New Year in order to educate cyclists re safe behaviour etc.
We were reminded to use the 999 number for ongoing crime, threat to life and burglary. Parking offences are not now part of the police remit but are the responsibility of WMDC car parking services and should be reported on 0345 8506 506. Photos can be e mailed to the Council at
TRAVELLERS ON THE GREEN
Feedback from meeting with Police and Crime Commissioner
The Chairman read out an e mail response that had been received following the meeting Peter Fenlon and Jane Holmes had with the Police and Crime Commissioner regarding the repeated illegal encampment and fly tipping on the Green. Councillor Heptinstall reported that previously Section 61 ( to evict travellers) could only be evoked if some other infringement had occurred. Now there is a purpose built site on the Wellbeck Site, so if travellers camp anywhere else in the WMDC area Section 61 can be invoked immediately without recourse to the courts etc. This should ensure a speedy solution to the problem.
BUNDING ON THE GREEN
Concern was expressed regarding the three remaining access points. Councillor Rowley reported that one lockable post is on order for the path opposite Coppice Close. This will allow grass cutting equipment etc access. Councillor Heptinstall reported that the access along the footpath from Aberford Road is not large enough to allow vehicular access. He is to meet with The Chairman to investigate the access from Clark Grove with a view to reinstating the concrete bollard.
PARKING
The Chairman read a letter from Mr West of the Highways Department regarding the extension of yellow lines along the north side of Barnstone Vale. Action - to await the outcome of the December review.
MINUTES OF PREVIOUS MEETING HELD ON MONDAY 4TH SEPTEMBER 2017
At this point the minutes of the previous meeting were approved - proposed by Rod Young and seconded by Sandy Whyte.
The Chairman reminded the meeting of the PACT meeting at the Fire Station on Wednesday 6th December at 6pm.
TREASURERS REPORT
Current balance of £982.50 boosted by £500 from Community Fund Grant - (the Councillors were thanked for their support with this). The £500 is allocated for new signage for meetings, facebook and website

Christmas decorations - lights - for the Green
The Pinders Heath Residents Association can apply for further funding for suitable projects - up to a maximum of £500.
Other additions to the Green - Thanks to the efforts of Councillor Rowley and Chris Harrison we are awaiting the addition of 2 rustic benches to be placed on the Green, nearby to the Coppice Close path - but not next to the bin due to smells and one near to Aberford Road.
The Treasurer also reported that the remaining Christmas trees - 2 have been stolen and one has died - are to be moved to expedite grass cutting.
LOVE WHERE YOU LIVE
Litter Pick - this has been deferred to the next meeting. Thanks were given to all who litter pick at organised events and or ad hoc times.
CITY FIELDS/WERR
Concerns have been expressed re litter that has blown from the building site on to the fields near the ponds. This has been reported to Councillor Rowley and Officers have followed this up and not much litter was found but only because residents of Coppice Close had already removed 6 black bin bags full. Councillor Rowley is to follow up to ensure that all rubbish is secured and skips are covere
The Treasurer raised the idea of offering the hand of friendship to the new residents on the City Fields estate. Others suggested possible shared use of the play area via the link path when it is available. It was agreed to put as an agenda item for the next meeting. ACTION.
WEBSITE/FACEBOOK
The Treasurer reported that this is ongoing and should be available by the next meeting, The delay is a result of using a free site rather than paying £250 per year. He is still following up how a new member can be accepted by the administrator. The Chairman offered thanks to the Treasurer for all his hard work. The Treasurer will e mail all residents regarding the new website. Thanks were expressed to the Treasurer and Councillor Rowley for the newsletter.
ESTATE AUDIT
Completed forms for Haldane Crescent, Coppice Close, Fountains Way have been handed in,
GINNELL
This has been tidied up and is generally being better looked after.
ANY OTHER BUSINESS
The Methodist Church is to leaflet Pinders Heath re Christmas activities.
Crossing on the WERR - concerns were expressed regarding the safety of dog walkers etc crossing the road as some vehicles travel at excessive speeds. Suggestions were that speed signs be erected plus advance notice either side of the crossing re dog walkers.
At some point in the meeting PCSO Ash Aspley took photos for their website and made the offer to publicise our next meeting and the offer was kindly accepted.
Snow Warden - a resident informed the meeting that she was prepared to take over as the snow warden for Coppice Close but that she has so far been unsuccessful when dealing with the Council department. Councillor Rowley is going to facilitate the process
A path/drive has been lowered as part of a house extension so it is now possible for vehicles to drive across the grassed area between Barley Corn Close and Forrest Close. The grass verge has also been destroyed in the process. A number of residents commented that they had observed vehicles taking this shortcut. The Chairman and Councillor Heptinstall to investigate this further.
Concern was expressed regarding the maintenance of the mature trees belonging to Clark Hall that also overhang the Green and footpath onto Pinders Heath. A very large branch had already blown off. It was noted the large horse chestnut tree in question has been completely removed.
Thanks were given to the representatives of the Church for the continued use of the Church and residents were encouraged to attend.
